Comprehensive Plan

The Cape May County Planning Board's (and Planning Department's) responsibility for creating and implementing a county-wide comprehensive plan is derived from the County Planning Enabling Act of 1935 (C.40:27). This act empowers Counties with the ability to establish planning boards and directs those boards to "...make and adopt a master plan for the physical development of the county."   

Beginning in early 2021, Planning Staff began working with planners from T&M Associates, who had been awarded a contract through the competitive contracting process.  An assessment of current documents and data was collected, and work on the new Comprehensive Plan began.

Stakeholder input from municipalities and interested agencies was collected though a series of virtual meetings.  The meetings reviewed the technical memoranda and statement of vision and goals that has been worked into the Editorial Draft County Comprehensive Plan.  This version of the plan was presented to the County Planning Board at its meeting held on September 16th.  Members of the public are encouraged to attend to offer comments and suggestions during the meeting.  Comments will be accepted up to 4 pm on October 8th.  All comments will be considered in the development of the Draft Final Plan.  Please email Planning Director, Leslie Gimeno, at

It is anticipated that the public hearing for the County Comprehensive Plan will be held at the County Planning Board meeting on November 18th, 2021.  This is an open public meeting, and interested individuals are encouraged to attend.
