About Workforce Development
The Cape May County Division of Workforce Development is funded under the Work Force Innovation Opportunity Act (WIOA), a federally funded training and job program that creates a new approach, providing workforce activities through statewide and local systems.
The Workforce Innovation Opportunity Act (WIOA) is a federal act that “provides workforce development employment & training activities, through statewide and local workforce development systems, that increase the employment, retention, and earnings of customers, and increase occupational skill attainment by customers, and, as a result, improve the quality of the workforce, reduce welfare dependency, and enhance the productivity and competitiveness of the Nation.”
Who qualifies for WIOA Funding?
Workforce funding is generally budgeted into Adult, Dislocated Worker, and Older Youth (18-24) categories. The majority of funding is budgeted towards adult and dislocated workers who are unemployed, and others who can qualify based on specific criteria.
The program is not an entitlement. Rather, it is a last resort for employment offering those who qualify—generally Adults, Dislocated Workers, and Older Youth (18-24)—education and training opportunities in specific in-demand occupations that will lead to full-time employment.
A Customer-Focused System
The most important aspect of the Act is its focus on meeting the needs of business for skilled workers and the training, education, and employment needs of individuals. Key components of the Act will enable customers to easily access the information and services they need through the “One-Stop” system; empower adults to obtain the training they find most appropriate through Individual Training Accounts, and ensure that all State and local programs meet customer expectations.
